Our Board of Directors
The Board of Directors is the governing body for the Napa County Bicycle Coalition. Directors are elected annually by the Board from member volunteers. The Board is committed to the NCBC mission statement, "Working to improve the bicycling environment and quality of life for all residents . . . so that every municipality qualifies for recognition as a Bicycle Friendly Community."

Joel King Joel is a co-founder, a member of the Eagle Cycling Club, a member of the Napa Trails Advisory Commission, and a member of the Napa County Bicycle Advisory Committee. |

Sandy Houck Sandy is a co-founder and a member of the Eagle Cycling Club. Sandy is a life long cyclist, having started as a student at UC Davis. She is a retired civil engineer, having commuted by bike in Sacramento for 30 years. She has lived and biked in Napa for 15 years. |

Aileen Carroll Aileen joined Napa Bike in early 2011 and quickly got involved as a volunteer at many events, including planning and conducting Napa's first Kidical Mass. As a urban cyclist she is a firm believer in the bicycle as one of the most direct and effective ways to help improve the quality of life for all people, and to help soften human impact on the environment. Aileen is eager to give back to the place she calls home and excited to be a part of such a motivated and passionate board. |

Jim Fitch Jim grew up in Napa County and has lived here for all but about 10 years of his life. After graduating from UCD Law School, he was in private practice for five years before finding a home with the Solano County Public Defender’s office, where, for a time, he was the acting Public Defender. Jim rode his bike to school from the first grade on, and has been an avid cyclist ever since. Jim has raced, commuted, and toured. Jim is a member of the Eagle Cycling Club, and has served on its board of directors. |

Herb Fredricksen Herb has been a bicycle commuter since the mid-1980s and values the quality of life that goes along with a decision to use the car less often. He has recently retired as a civil engineer, he works occasionally, and has lived in Napa for 13 years. Herb looks forward to using his skills to improve access and safety for cyclists in Napa County. |

Rebecca Kotch Rebecca shares her twenty years of corporate marketing and retailing experience from years spent at Nike, Microsoft, House of Blues, Skechers and MBT, with the NCBC. Rebecca, an avid cyclist (when it’s not raining) is a former racer and captain of her Los Angeles based team, Triathlete Zombies. Rebecca, a recent “Napian” is an independent Marketing and Merchandising consultant working with a diverse set of clients in the consumer goods, retailing and event industries. |

Lou Penning Lou is a co-founder, a member of the Eagle Cycling Club, and a life-long cycling advocate in the county and city of Napa. |

Bob Hillhouse Bob Hillhouse retired from the board at the end of 2011, remains actively involved as a Napa Bike member, and is honored here for his years of service on the board. Bob is a co-founder of NCBC and life long bicyclist. He grew up in Palo Alto, a gold rated Bicycle Friendly Community by the League of American Bicyclists, where his first job at 15 years of age was in a bicycle store. After doing some racing and touring he started Bicycle Works in Napa in 1979. He has done extensive mountain and road bike riding all over Napa County and many places around the United States. He holds a bicycle mechanics teaching credential for Napa Valley College where he has taught many classes. He has also been an Eagle Cycling Club member since 1979. Bob is married and has one daughter living in Portland, and two step-daughters, one in San Francisco and one in Napa. |
